Though Windows (and some Kernel version on Arch) did not present that issue,
I got tired and replaced the keyboard FRU 01HX379 with FRU 01HX459 -- good so
far.

Have the same problem as Will with my T480 on kernel 5.4.0-80-generic
(Ubuntu 20.04.2 LTS).
One can bring it back for a couple of minutes with the following:
sudo rmmod -f psmouse
sudo modprobe -v psmouse resync_time=5 resetafter=5
