The solution was to set the kernel parameter acpi=off in the grub
config.
Unfortunately I cannot access the PC anymore to try out different
kernels. Feel free to close this bug and keep the suggested workaround
here for documentation.

Ubuntu 16 and 17 keeps rebooting right after the grub. After 3-4 try, it boots
fine.
In rescue mode it boots fine.
