Hi, I have the same problem with not being able to reboot or shutdown.
Error is displayed: "Failed to power off system via logind: There's already a
shutdown or sleep operation in progress"

Also I have been affected by this same bug. Can reproduce this bug with
two separate external USB3 harddisks.

I didn't try to send the patches upstream. I was hoping that someone who
already knows how to do that would pick it up.

Both patches apply cleanly to the 4.9-rc8 but I cannot build the kernel

I got rid of the startup error message by blacklisting the mei_me
driver. To do that, you can add the following two lines at the end of
the blacklist.conf file located in /etc/modprobe.d. Here are the steps
just in case:
1. Open terminal
2. Type sudo gedit /etc/modprobe.d/blacklist.conf
3. Scroll
