basic nested vm scenario against 4.15.0-1091-azure, will double check.

Last time I did verification against gallery image, the default kernel version
is 4.4.0-148-generic.
And I tried below kernel, found the kernel linux-image-4.15.0-1042-azure is the
first one which we hit this bug, it is not specific for the esm kernel.

Same thing happen in HyperV, when run apt-get install -yq linux-
azure/disco, it hung in some rate. Like upgrade 3 VMs, 1 VM hung.
VM configuration - 3584 memory, 2 Virtual processors
