No, this is not a new issue. I had it also on Linux Mint 16, and
previously Ubuntu 13.04 and, I believe, 12.10.
I installed the latest upstream kernel (uname -r gives:
3.19.0-031900rc3-generic), and the issue is still there. Click either of
the touchpad butt

Cursor does make some movements if you insist toying and clicking on the
touchpad, but only seldomly (just using it normally often would produce
no move), and in a direction that apparently has no relation with touch
