I am guessing that both of these tools packages cannot exist at the same
time.
Can anyone tell me which one is more important to have?

Update1: I uninstalled linux-tools-common, rebooted and ran the update
and it installed fine.
I tried to reinstall linux-tools-common and I get this:
sudo apt install linux-tools-common
[sudo] password for :
Reading package lists... Done
Building dependency tree... Done
Reading state inf
Update: I rm /usr/bin/acpidbg and run the update again, but still get:
Package failed to install:
Error while installing package: trying to overwrite '/usr/bin/acpidbg',
which is also in package linux-tools-common 5.15.0-83.92
