Linux kernel upstream Commit 47c8846a49ba ("PCI: Extend ACS
configurability") introduced bugs that fail to configure ACS ctrl to
the value specified by the kernel parameter. Essentially there are two
bugs:
1) When ACS is configured for multiple PCI devices using 'config_acs
After using 10 days I can confirm that this kernel fixes my flicking
issue.

I've been using this kernel for three days. This kernel fixes my flicker
issue without adding "intel_iommu=igfx_off".

I am still getting flicking with "Ubuntu 6.8.0-48.48-generic 6.8.12".
Adding "intel_iommu=igfx_off" works for me.

yeah I suspect that.. there are couple of irq patches in the 6.2.0-1004-nvidia
could be the cause..

Because there may be two different bugs here. My error looks more like
bug #1970426: Flickering occurs at some specific cursor positions and
does not stop until the cursor moves to another point.

I have been using the immediate-next mainline kernel version
