This is not related to kernel. I've tried version 4.3
(http://kernel.ubuntu.com/~kernel-ppa/mainline/v4.3-wily/) in Ubuntu
14.04 and the problem remains. It really looks like it has something to
do with other programs based on Java. As soon as I close PhpStorm, the
problem disappears in other prog

Tested a couple of times with both "3.14.0-031400rc6-generic" and
"3.14.0-031400rc6-lowlatency". Nothing improved. The download speed
stays at 0.05 Mbps - 0.36 Mbps range while the upload speed remains
consistently at 1.58 Mbps.
