I can also confirm, removing "quiet splash" from boot command also fixes
the issue present on mu HP EliteBook 830G5

Just FYI, if you have access to grub, you can enter command monde by typing
c and then you can boot from USB :
set root=(hd1,1)
chainloader +1
boot

No, I've enabled virtualization technology just a bit before installing
