I tried:
"echo on | sudo tee /sys/bus/pci/devices/\:00\:16.0/power/control"
I also tried unloading mei* kernel modules.
However it didn't solve the isssue.
Here is the requested info:
# lspci -vvnns 00:1f.6
00:1f.6 Ethernet controller [0200]: Intel Corporation Ethernet Connec
