running Ubuntu 19.04. The strange thing I noticed is that the power
switch toggle [even a soft toggle without fully turning on/off] fixes

Bug still present on Ubuntu 16.04 LTS, running on an HP Elitebook 850
G2. Ubuntu is installed on an SSD, and I noticed that there were long
delays that the hard drive light wasn't active. A check of dmesg showed
two ~6 second delays in the boot process, both on the same problem:
