Same problem here on Ubuntu w/Dell 9310 and AX500 and 5.13.0-20 and -21.
Reverting to 5.13.0-19 resolved the issue. First reboot didn't fix the
issue, but a full power cycle did.

This worked fine for me from a live 17.04 usb, but not on a system
upgraded from 16.10. (Because of this, it seems unlikely that using an
upstream kernel will make any difference.

Today (July 14), I updated Ubuntu 16.04 running 4.4.0-28 to -31. The
machine appears to suspend, and this is confirmed in syslog. However,
when attempting resume, the screen is black and there is no indication
of resumption. The machine automatically reboots within ~15 second

I don't think this is a suspend/resume failure as appreport proposes.
I got this error just after GNOME started when booting 13.10beta2 from a
