The kernel paramter "psmouse.elantech_smbus=0" did the trick.

After upgrading from 18.10 to 19.04 the touch pad stopped working during the
upgrade.
cat /proc/bus/input/devices does not show any information about the Synaptics
Touchpad.
lsusb does show an entry:

synclient shows:
