This is to confirm manually downgrading the grub packages to those found in 19.04 fixes the problem. This is with TPM still disabled in the BIOS and dis_ucode_ldr kernel command line flag, but I don't think either of those are contributing to the successful boot. If you're stuck on this issue, $

The problem still manifests with 5.3.0-24-generic, in addition to the previously known-good kernel used by 19.04. Like others I tried disabling the TPM but it did not help. Given the problem still manifests with the previous kernel, this looks like it may be a GRUB issue. Will try downgrading GRU
