Same problem here, running Ubuntu 25.04 with default generic kernel.
Reverting to 24.10 kernel (6.11) works fine.
With mainline kernel 6.14.8 the server manages to boot some times, but
it appears to be random.

Looks like the affected commit that req. fixing is c57875f5f9be "KVM: PPC:
Book3S HV: Enable IRQ bypass" which got introduced in kernel v4.9-rc1.
That means that Ubuntu releases (Q), P, O, N and J are affected (releases older
than J are out of base support).
