BootAccessControlList (BootACL).
As "/usr/libexec/boltd -v" aswell as "boltctl domains" suggest me BootACL is

The fix (for me was) to go back to linux-image-6.8.0-52-generic
I'd recommend that this fix be backported to linux-image-6.11.xxx-generic as
