nbd modules are shipped on all Ubuntu kernels, in the standard linux-
modules package.
I started a fresh Impish VM and it was there, and loadable:

Version 5.15.0-23-generic still works great for me, no dropping WiFi at

As a successul workaround I disabled the elants_i2c module in grub:
GRUB_CMDLINE_LINUX_DEFAULT="initcall_blaclist=elants_i2c"
