Simply deploy a c4.large instance and install the latest jammy kernel
(5.15.0-15.15).
[Fix]
It looks like the offending commit is the following:

With Kernel 5.13.0-24 the computer hangs completely when in standby. I
had disconnect battery and restart. Standby modus doesn't work for me
with kernel 5.13.0-24. 5.13.0-22 still works perfect. It's not a
hardware problem.

P.S I thought this would collide with secure boot (because installing it
removed linux-generic-signed) but actually it didn't. is kernels in proposed

Can't believe this bug dates all the way back from 2014 and 8 years
later in 2022 this is still a thing! Not only that the bug has nobody
assigned to it and is of "undecided" importance!
My experience is appalling even by juggling with the vm.dirty_ratio and
other dirty bytes values and my system
