Since upgrading to 5.11.0-31-generic from 5.11.0-25-generic my system is
no longer able to enter deep sleep when I choose "Suspend" from the
Gnome power menu. The display goes blank for about 3 seconds and then
comes back to the login screen.

Just for comparison, the same PC but a different distribution with the 5.13.12
kernel.
I found not in the Ubuntu /proc/modules amdgpu or radeon, but in the other
Linux installation.

I've attached the syslog. The suspend starts at 07:39 with a lid
closure. The resume starts at 08:36. This was presumably after I had to
hard power-cycle it because you can see the power-off. Various key-
presses and short presses on the power button just prior to 08:36
produced nothing in the log.

the upstream thermald patches that have been backported to support more
modern laptops.
The Intel fixes included are as follows:
- Disable legacy rapl cdev when rapl-mmio is in use
This will prevent PL1/PL2 power limit
