kernels 4.15 and 5.4? The 4.15 series is the GA series for Ubuntu 18.04,
meaning it is the kernel version available since the release of 18.04.
Now, through HWE process[0] we get more recent kernels to older
releases, so kernel 5.

I've soak tested focal thermald 1.9.1-1ubuntu0.4 for 4.5 hours with a
laptop that is cycled through CPU loading and idle states with the air
vents blocked to try to trip thermal overrun. Debug mode was enabled and
also it was run with valgrind to check for memory leaks.

I am not sure exactly which commit fixes the issue we are experiencing.
I will put some time into bisecting the commits introduced in v5.9-rc4
and building/testing kernels with that code to see if I can narrow down
the exact commit that introduced the fix.

The issue probably* started between these two serials: 20210215 and
20210304.
*I say "probably" because while I'm sure I can reproduce the issue with
20210304, the fact I didn't manage to reproduce it with 20210215 (in ~15
tries) doesn't **absolutely prove** that the issue wasn't there.

I've soak tested groovy thermald 2.3-4ubuntu1 for 2.5 hours with a
laptop that is cycled through CPU loading and idle states with the air
vents blocked to try to trip thermal overrun. Debug mode was enabled
and also it was run with valgrind to check for memory leaks.

Ok thanks. I am now trying to find at which time the issue was first
introduced. So far I tested an image from 20201222 and confirm that I
cannot reproduce the issue with this image.
Then by modifying the image (always before first boot) I was able to find that:
- upgrading cloud-init from 2
I used the same steps to verify it and can conconfirm it's succeeded
fio --name=test1 --filename /dev/bcache0 --direct 1 --rw=randrw
--bs=32k,4k --ioengine=libaio --iodepth=1
Then I monitoring the cache_available_percent and writeback rate.
I no longer see the cache_available_percent dropped to 3
