I did notice during reboot that I got this error Couldn’t get size:
0x800e, however it disappears and I can carry on as normal.

I've been able to install modules and image but for some reason the
headers file won't install. When running via the OS Installer it never
gives me the option to remove the file which suggests it hasn't
installed.
I then tried to install via terminal...

This is to confirm manually downgrading the grub packages to those found
in 19.04 fixes the problem. This is with TPM still disabled in the BIOS
and dis_ucode_ldr kernel command line flag, but I don't think either of
those are contributing to the successful boot.

The problem still manifests with 5.3.0-24-generic, in addition to the
previously known-good kernel used by 19.04.
Like others I tried disabling the TPM but it did not help.

I have the same configuration (dell xps13 7390 and ubuntu 19.10) and I
installed the kernel from drm-tip current and the issue seems to be resolved.
The screen glitches don't appear anymore.
