Generally I boot up a live system and run fsck on they block device. A
quick google shows there are several ways to achieve the same thing.

Most of the times, I have had to powercycle to recover. Sometimes pings
work, but not ssh. When this happens, I could use a 'ALT-SysReq USB'

We've had one of our LXD users report that setting the setgid bit inside
a container using ZFS on Ubuntu 18.04 (zfs 0.7) is silently failing.
This is not a LXD bug as the exact same operation works on other
filesystems.

I think your problem is nothing to do with this BIOS bug.
Youn are giving a boot priority to the internal drive before the optic drive.
You should override the boot order by pressing a certain key such as F2, F8 and
F9 just after the booting.
Refer the manual of your machine to find out this boot

When I enter the BIOS (F2) and change the boot order and save it doesn't
remember the settings. Changing to legacy mode is also not possible.
Finally, directly booting via the quick boot menu (F8) is not able to
boot anything except the HDD.

As I have way less experience with EFI than legacy BIOS, I hesitated to add my
