I found out, that networking there is only broken due to a bug in the apparmor
settings, you can fix this by
sudo apt install apparmour-utils
sudo aa-complain /etc/apparmor.d/sbin.dhclient
Then everything runs fine

Thank you for your swift response. That's good to hear it's not so far

In the meantime does anyone know any workaround for restarting/shutting
down a stuck system? I don't feel really comfortable holding down the
power button every time and unfortunately I have to use ubuntu every day
at wor
Make sure v4.9 is good and v4.10 is bad, then find the first version of
v4.10-rc* that has this problem.

Yes correct, it uses it's own wireless dongle. But since this is the
issue, shouldn't I update pulseaudio instead of the kernel?
I already have the latest stable one, 4.13, and the 4.14 is not out yet
(To avoid issues like Nvidia Module compatibility). I will try
installing 4.12 to see what happen
