Adding on to my previous comment, I had tried a fresh Debian jessie
install with v3.16 of the Linux kernel. DHCPv6 works just fine until I
switch to the one in the jessie-backports repo, which currently is 4.6.
So somewhere between 3.16 and one of the 4.x kernels a regression was
introduced.

I did a quick capture with Wireshark (this time using Hyper-V on Windows
10) and indeed the VM sends out a solicit, but I don't see any evidence
