I just disabled usb autosuspend and this problem went away. It's quite
late so I can't get more detailed information for now.
To disable:
sudo -s
echo -1 > /sys/module/usbcore/parameters/autosuspend
This is not resolved, as this behaviour seems wrong, still.

Since my original post a year ago I have had a couple of occurrences of

setting nox2apic as a boot parameter, and it appears to work. The only

Looks like a regression after recent kernel upgrade.
After starting up the system ubuntu fails to recognize the wireless keyboard
and mouse for about 2 minutes.
Afterwards it works correctly.
The integrated keyboard+mouse model is Logitech k400r

do I get the kernels as it seems like you are telling me to learn
compiling kernels? And I have understood compiling kernels takes hours.

It seems to be the same problem as I am having with my Dell Latitude
E7440 with Ubuntu 14.04.03, Ubuntu 15.04 amd64, Ubuntu 15.10 amd64, and
also when testing with the latest upstream kernels.
