I encountered similar issues on a geForce FX 5200 (at least with regard
to the 'llvmpipe' fallback behavior.) However, according to Nvidia that
8600M GPU should be using the 340 series driver and Ubuntu should not
offer to install 304 or 331 on the OP's platform (unless I misread
something here.)

I vaguely remember this working in 12.04, however not having had to use
this functionality until yesterday, since January I can't say which
update possibly broke the functionality. I have just installed
3.16.0-031600rc6-generic and the problem still exists with no
registration in evtest or acpi_lis

It definitely occurred in earlier versions of Ubuntu. The earliest I
remember it occurring was back with Ubuntu 12.04, but it may have also
occurred in version 11.10 or earlier (though I can't be sure).

It appears the .deb file is corrupt.
You may need to run the following:
sudo apt-get install -f
sudo apt-get clean
sudo apt-get update
Then re-install the package.
