I can confirm this issue. I can get to my desktop by attaching an
external monitor -- it is apparently only the internal display which
doesn't work. This is on a raring -> saucy upgrade.
I also tried mainline kernel 3.11.1-031101-generic and it has the same
issue.

reboot cycle, I could never connect to wifi and my wireless card was not

That commit appears to still be in the latest mainline and Saucy kernel.
Can you test these kernels to see if the bug exists there as well? It
would be good to know if we need to revert this in just Raring, or if
something needs to be addressed upstream as well.

I guess that in newest versions of kernels bug with LED indicator will
be fixed. I also think that touchpad toggler is not a kernel bug, so we
have one problem with WiFi switcher(on/off)
