It looks like this problem was fixed in the 3.9.5 stable kernel release
by commit 33edcea352d7c7e601a61e987b029620fed0ca4d (USB: fix latency in
uhci-hcd and ohci-hcd).
I guess the commit wasn't added to any of the 3.8.stable releases
because they were already closed. But it is present in 3.10.

I updated the BIOS to F.07 and it doesn't change anything.
In other words, I've commented out these two options in /etc/default/grub :

I updated to latest mainline kernel, nothing changed on shutdown/restart
behavior...
During installation, only warning showed up about a firmware:

When I suspend the PC everything seems Ok. The computer goes to sleep,
screen turns off. When I try to resume the computers seems to get stuck
in the first seconds of waking from suspend and doesn't resume. The fans
start to spin and the screen turns on but stays black. Nothin
Happened again, this time nothing but a terminal window and firefox
showing a google search result.
