Lokalize is currently still in svn at
svn.kde.org/home/kde/trunk/KDE/kdesdk/lokalize but will be moving to git at
the end of the month hopefully, and then will be in git at git.kde.org:

which you will find at https://projects.kde.org/. Search for the app you
are interested in. Pull its code. Look over the listed bugs for it at
https://bugs.kde.org/, try to solve the bug, discuss it with mentors on
