There are some changes in the way KDE is build, and you may have some
problems following them.
Actually, Google can use information about which wifi access points (and/or
cell towers in case of mobile phones) your computer see and provide a very
precise location guess based on this. You could try this method too.

It's usually best to get the most up to date source code when developing new
features, which means retrieving it from git. The reason you didn't find
kmail in kdepimlibs is because this package contains just the libraries, not
the applications themselves.
