I have added a project for keyboard module on KDE GSOC 2014 page
(http://community.kde.org/GSoC/2014/Ideas#Project:_Integrating_Input_Methods_with_keyboard_layout_configuration)
and got a emails from about half a dozen students and some of them
actually started exloring the code.

To change the layout you need to file a suggestion for
xkeyboard-config at bugs.freedesktop.org
For the local change, if you're sure you did the change in the right
place you can try to clear the cache files in /var/lib/xkb/

I would suggest to compile kdelibs first and then kde-workspace. I would
not recommend using kdelibs-devel from the distro to compile development
version of kde-workspace.
