Albert,
Strace was the key. It was looking for and not finding an index.theme
in the hicolor folder on both machines. After adding that (copied from
/usr/share/icons/hicolor) it works fine on both machines. Even the one
where my current icon theme is in a different prefix.

Hello,
Seems to me that quite some time passed since my request and nobody
replied. Perhaps kde-utils is not the right place to put this small
utility in?
Alternatively, I could include it in the runtime part of KWallet
framework.
What would be right choice?

are in /usr/local/share
