I understand I have a pretty niche use case, so having the fix in the form of
disabling smooth scrolling in the next release is good enough for me.
As for detecting free-scrolling mice, it might be quite difficult

I complied from source and tested out different MaximumVelocity values, trying
1, 10, and 100. Increasing the values made scrolling appear to accelerate
faster, but it was still capped at the same maximum scroll
