So this isn't really a bug, just a feature request.
AFAIK it works like this right now:
Launcher 1 on Screen 1 and Launcher 2 on Screen 2.
One of them has been assigned Alt+F1 as their activation shortcut.

I can confirm, that if I set the Window border size to Normal the issue is
gone. The same issue happens with window decoration themes other than Breeze
and Oxygen, like Plastik.

I guess that's expected.
After installing a new version of the driver it crashes. This issue should be
solved by implementing a fallback, so systemsettings can start with broken
drivers.
