I've tried to roll back kwin to 5.26.0 but that didn't help.
Note: I've recently upgraded my hardware from i7 3770 using HDMI + DVI to i5
13600k using DP + HDMI so not sure if that was a problem (and

I just tried awesomeWM and iceWM and they work properly.
Also found an old disk with Fedora 35 with kwin 5.25 and it worked properly, so
it looks like a regression in 5.26

That's the behavior of X.org - when new input device is connected the xkb
layouts are reset.
In KDE we have a workaround - we are catching new device event and reapplying
mouse and keyboard configuration. B

There's good chance there's something on your system that resets keyboard
layouts.
Usually it's input method daemons, try disabling input method on your system
and see if it helps.

The keyboard module loads the language descriptions from iso-codes project
(iso639-3.xml file). From what I can see that file has German with ISO code
"deu".

I think the slow part is using boost library for keyboard geometry preview. It
should be fairly easy to add a flag to skip geometry code.
