After more testing it seems to be limited to some files and the stuttering is
reproducible for the same file and timestamp with all VLC-based apps.
Mplayer doesn’t choke on the same files.

Also changing toggling the "Bold text" option causes apps to freeze. Toggling

To be fair, Plasma provides a "Close" action in the task manager right click
menu. It could swap that action with a "Force quit", for example, when Ctrl+Alt
