The line was present on 3 of my 4 KDE installations here. So this must be some
common issue. I have to admit that all that installations are quite old though,
upgraded from KDE 4 days.

Maybe it's a deprecated setting that somehow wasn't deleted?
Can I delete the [KDE] line too? On my other machines with KDE Plasma that
config block isn't there at all.

that shouldn't exist.
deleting this line will fix it, but I'm curious how it got there.

By "all others" I mean minimizing/restoring windows from the tray, the speed of
the wobbly windows animation, the animation when windows appear...

The animation speed slider does have an effect on the speed of switching the
launcher categories, but all other animations stay at the same speed.
