Did you delete ~/.config/plasmashell, or move it aside? It would be nice to be
able to compare old and new.
If you deleted it, could you try to narrow down which exact theme or tweak

Seems to work fine in a fresh user account.
I don't recall which theme was in place when this happened (sorry, I change
