While it may very well be the same root cause, I would like to note that I
never had the issue of not being able to close/hide that panel as far as I can
remember.

I don't use this plasmoid. I usually move through desktops with ctrl-f{1..4}
but also at times use the mouse with pager.
As for Bug 390858 I don't know since it mentions compositor off while I have
not turned it off but
