... after some updates today the bug was fixed on my system, too.
Some KDE packages got updated to 17.07.3 in the process, especially konsole, so
i guess this update is responsible for fixing the bug for me:

This problem seems fixed now.
No idea what was going on, but now I was able to start konsole as a normal user
again. Apparently some update has fixed it.

It just occurred to me to try "su -c konsole" from xterm.
After entering root password it displayed
QStandardPaths: wrong ownership on runtime directory /run/user/500, 500 instead
of 0
and started konsole as root.
