You can actually advance to the next page, but you need to sroll so fast that
Okular sees so much scroll

A bit more information. It will scroll if I've set view mode to continuous so
that there is a scroll bar, but if there is no scroll bar it doesn't advance to
the next page.

Yes,
I can use it in other applications. It just does nothing in Okular.
