Lets try the following:
1. Close Latte
2. Go to Global Shortcuts and remove the entire "Latte Dock" shortcuts group
3. relaunch Latte
4. Go again to Global Shortcuts->Latte Dock and enable the needed shortcuts

In settings < global shortcuts there is button called default that reset to
default all shortcuts.

1. As far as i'm aware, no i didn't installed anything to handle my shortcuts.
Resetting to default just make my meta not launch lanucher.

1. Have you installed any other applications to handle your shortcuts?
2. Send please again the screenshot from plasma systemsettings but showing
fully the "Activate Entry" records with the enabled shortcuts

I'll post both screen and file later today, but I did it. Probably the file is
from later time when I indeed unchecked it but the behavior was present even
after I did as you written.

based on your shortcuts file you have not enabled shortcuts for 1..10
you must do the following e.g. for [1] :
1. Plasma systemsettings, Shortcuts, Global Shortcuts, Latte Dock
2. Click on Activate Entry 1
