Locking does not prevent tooltip showing up. Tweak is fine, but probably not
optimal in some situations. For example active-window-controls had an option to
display application text by default and show window title

You can disable tool tips from Tweaks, Title tooltips
or for specific applet you can lock it from the tool tip shown in edit mode
