Can mark this as fixed.
So the issue was an empty org.kde.plasmashell.desktop in my
.config/applications folder ultimately causing plasmashell to be launched
without its X-KDE-Wayland-Interfaces= variable s

kwin seems to be looking for the wayland interfaces in the launching programs
launch folder? Is this the bug? i just know kwin refuses to talk to anything.
