Removing "ElectricBorderMaximise=false" gives the EXPECTED RESULT.
I don't know what this setting is supposed to be for or how it is supposed to
become set/reset.

Apologies. I didn't know I should manually update the bug status. It seems like
something that would interfere with the person helping work on the bug, so the
