The bug is triggered by the "Show panels" option of the Present Windows effect.
If the option is disabled, there's no wallpaper in the desktop grid.

OP is also using the this effect which is visible in the kwinrc and the effect
is not enabled by default.

I attempted to clean up said configuration file and replace most of it with a
fresh one from a new user account, but it didn't take the desired effect; still
