It's not a packaging problem, I think I've fixed the first problem.
Second crash of systemsettings is interesting, it's unrelated :/

I installed the debug packages for kwin and libkdecorations2, and now I can't
reproduce the crash. It might be a packaging problem. I'm sorry for the tone, I
got really frustrated when I saw everything crashing.

systemsettings crash
One more thing: right click on window title, More Actions, Window Manager
Settings... doesn't do anything.
