This bug report (458412) open the 2022-08-28 led to a fix few months after.
Ktars 3.7.1 exhibits exactly the same bug : it's impossible once again choosing
a language different from the system one.

Yes I think so. In any case, mutlaqja PPA is registrated as software source.
