Found the root cause of the problem. It's unrelated to Konsole. The key thing
is the setting in:
System Settings/Widget Style/Fine Tuning/Menubar/Menubar style=Application Menu

Now I tried "kate" - the same thing, it opens without the menu on the machine

Heck, I have even removed konsole and yakuake packages from the system, deleted
~/.config/yakuakerc ~/.config/konsolerc ~/.local/share/yakuake and
~/.local/share/konsole.
