The application icons are currently Oxygen and that's wrong – neither fitting
style guidelines of any Win version since Win8 nor being the "currently
actively maintained icon set" as you wrote yourself.

You mean the application icons?
Or the icons used in the applications themself? In the applications the breeze
icon set is used.
For the application, we use the icons the maintainers preferred.
